I’m applying for a new job. Should I say in the cover letter why I want to leave my current job? The new job will be somewhat of a pay cut so someone might wonder why I want to move. The first reason I want to leave my current job is it’s just not challenging and I’m ready for something different. The other main reason is I want to relocate to an area of the country which is closer to my family. This is the reason I’m thinking of putting in the cover letter. Is this a good idea? Thanks.

No. In the first paragraph explain what job you are applying for. In the second paragraph explain what skills you possess that they are looking for in a candidate and where you have demonstrated these skills in the past. In the third paragraph thank them for their time and say you will follow up with a phone call in about a week.
Also, look at some sample cover letters on the net. I have yet to see a cover letter sample where someone mentions a reason for leaving his/her last job.
Just say that you feel it’s time to move on and you are eager to expand your skills in a new and challenging environment, or something to that affect. The cover letter should cover why your skills and talents match those of the job description, using examples from past experience. If you are asked to interview the reasons for leaving your current position will probably be covered. Good luck!
